NACCHO management: recognize our union!
To the management team at the National Association of City and County Health Officials (NACCHO):
We are pleased to notify you that an overwhelming majority of non-management employees at NACCHO have joined together to sign cards to form a union with the Office and Professional Employees International Union (OPEIU) Local 2.
In taking this next step together, we continue our path forward in service to NACCHO’s mission, to improve the health of communities by strengthening and advocating for the country’s local health departments. It is our sincere intent to continue to work collaboratively with NACCHO’s management toward a mutually beneficial relationship.
With a commitment of cooperation, we request that you, NACCHO’s Executive Team, voluntarily recognize our union. We are ready to demonstrate our majority support through an authorization card check with a neutral, mutually agreed-upon third party. Given our culture of mission-driven work, the standing of unions in many local health departments, as well as with NACCHO’s primary funder, we believe voluntary recognition to be appropriate for NACCHO and hope you will share this belief. Nevertheless, we stand ready to file for an election through the National Labor Relations Board, if you choose not to voluntarily recognize our union. We very much wish to avoid such delay and begin to build on our relationship through actions of mutual trust through voluntary recognition and open dialogue.

Why is this important?
For years staff at the National Association of County and City Health Officials (NACCHO) have been frustrated with the lack of transparency, inconsistencies in policies and procedures, and disparities in job responsibilities, salaries, and hours across like positions from management. The COVID-19 pandemic has only exacerbated our frustration.
At this time, an overwhelming majority of staff at NACCHO have decided to form a union with the Office and Professional Employees International Union (OPEIU) Local 2.
We believe that increasing opportunities for staff input in decision-making, open and transparent communication between employees and management, and acknowledging the importance of racial and ethnic equity across the organization will ensure that staff, and thus NACCHO, will be able to harness our full potential and advance our mission together.
By agreeing to voluntarily recognize our union, Management at NACCHO can demonstrate with meaningful concrete action to our staff, the members we serve in nearly 3000 local health departments, and the public health community as a whole that NACCHO is an organization where staff are respected, valued, and encouraged to stay and work into the long future.
